"As a companion measure, civic leaders are seeking a substantial increase in penalties for underage drinkers and those who serve them. The police have wanted the increased penalties for a while, and the bars and nightclubs are apparently willing to go along with it. Mayor David N. Cicilline also backs both proposals..."
